Collaboration between Red.es and INCIBE enabled the cancellation of more than 29,000 suspicious domains “.es”

Red.es and the Spanish National Cybersecurity Institute (INCIBE) have been collaborating for years in cleaning the Domain Registry. Due to this agreement, since 2019, 29,330 ".es" domains, mainly linked to fake online shopping websites that contained false or incorrect data, have been cancelled through a special procedure.

 

It should be recalled that the public entity Red.es has been assigned a set of tasks aimed at promoting and developing the Information Society in our country. These include managing the registration of domain names and IP addresses under the country code for Spain (.es).

 

Red.es also collaborates with other public entities that, in the performance of their functions, support the location of ".es" domain names whose associated data is highly likely to be inaccurate or untrue. In this way, these entities will contribute to the selection, by means of objective criteria, of the ".es" domain names that will be subject to the process of data cleansing and correction.

 

Finally, under the National Plan for Internet domain names, the public business entity Red.es has cancelled, until 2021, 15 domain names of denounced websites at the request of the Second Section of the Intellectual Property Commission integrated in the Subdirectorate of Intellectual Property of the Ministry of Culture and Sport.

 

INCIBE, which depends on the Ministry of Economic Affairs and Digital Transformation, through the Secretary of State for Digitalisation and Artificial Intelligence, is a consolidated entity as a reference body for the development of cybersecurity and digital trust for citizens, academic and research networks, professionals, companies and especially for strategic sectors.

 

Furthermore, with an activity based on research, the provision of services, coordination with agents with competences in the field and the organisation of different events, INCIBE contributes to building cybersecurity at a national and international level. It also promotes the culture of information security, enabling the use of ICTs and working on mechanisms for preventing and reacting to incidents.

 

Culture has also collaborated in the blocking of 172 domains that violated the Intellectual Property Law

 

For its part, the Ministry of Culture and Sport has collaborated in the blocking of 172 domains infringing the Intellectual Property Law, deployed in 697 subdomains, since the signing, on 8 April 2021, of the Protocol for the reinforcement of intellectual property rights on the Internet between the Coalition of Creators and Content Industries and the owners and providers of Internet access services.

 

In addition, during 2021, the Second Section of the Intellectual Property Commission of the Ministry of Culture and Sport blocked 18 infringing websites through the procedure for safeguarding intellectual property rights on the Internet, following complaints filed by intellectual property rights holders whose content was being exploited without authorisation.

 

Likewise, on a quarterly basis, the Second Section has been incorporating infringing websites or applications into the World Intellectual Property Organisation's secure platform WIPO ALERT so that advertising companies can avoid placing advertisements on them and thus cut off their funding.

 

Cleaning the database of the “.es” Domain Registry

 

The experience gained in the management of domain names by Red.es in coordination with CENTR, the association of top-level domain registries in European countries, has demonstrated the need to reinforce the policies for checking the veracity and accuracy of the data contained in the “.es” Domain Registry database. In order to establish a balance between the flexibility of the current registration system (in which there is no prior verification of the correctness and accuracy of the data associated with domain names) and the legal certainty that is unavoidable in a public registry, Red.es proceeded to reinforce the mechanisms for the formal verification of the accuracy and correctness of the data held in the Registry, setting up a data cleaning process. Through this process, incorrect data found in the Registry are located, compared and corrected.
